I have a feeling that most (if not all) car manufacturers do similar trickery. Now they are all scarily hiding behind DMCA (1998 Digital Millennium Copyright Act) which makes it unlawful for researchers to review the code controlling their vehicles without the manufacturer's permission.
Perhaps WV was pushing the envelope a tad more than others and their trick was more obvious to spot.

I "update" controller software all the time pcm,tcm and any other module that can have written software gets changed constantly and usually the suffix is changed like aa to ab to ac etc. in 07 first year of stricter diesel emissions cummins/chrysler ran out of suffixes to use and had to change the hard number to keep up with the revisions. VW just got caught, Government just cashing in on a violation that everyone does. How do you think the emissions are on a hellcat? They just pay the fines and build junk that gets good mileage to lower their numbers,it's just a big game.
