I’ve never heard of this being done before but a quick search of the internet brought up a large number of articles on places doing it. (Officials or those with permits)

We go down to my parent's lake house when it's warm and tie one or two underneath the dock every year. For out in the water we have build fish structure, 4x4x4 crib pyramid with one cinder block to hold it in place.

when I have to cut the little pines that keep growing up around my place, I wire a rock to the bottom of them and go plant them in my bay. Great fish habitat

This is a bass crib. We built smaller size than this. I think we found this design from USDA.
