I saw this product used on the UK show "Grand Designs". It's concrete injected with air so that it has a much lower weight, is more fire resistant and has much higher insulation values.
This company in Canada makes it in block form so that you could DIY but there are probably other manufacturers in the US too.

Used in northern Europe a lot. It is porous so needs to be covered with something to keep water out. Stucco is used on the exterior a lot in EU. It is made in a factory so transportation costs have to be factored in. EU is more compact than the US. The mortar to hold the segments together needs more precision application. Not a DIY type of material IMO.

I would expect for below ground basement walls you would waterproof it just like any other concrete block wall.
