I want to stabilize a small slope from minor slides as there is a road below. It's maybe 15 feet high and 25 feet wide, similar to the photo below.

I have a roll of burlap landscape fabric already but maybe this geotextile would be better? Rock too maybe?

How steep, how about field grass seed?

Something to hold it together or something to slow down runoff.

That plastic stuff looks good.

Maybe check out rolls of pre seeded landscape fabric.
I have used it before on a few home builds with some pretty extreme slopes.

Landscape fabric is not for hills neither is burlap. They can allow for things under them to erode right out. This makes for a real mess to fix later. Use the geogrid like you have pictured, a retaining wall or some kind of natural rock step system.

Idk where your located but don't use any type of rye grass. It grows a single stick real quick but never grows more than that.

Post pictures of the area?

I have used this stuff on some fairly sloped hills and it worked well to get grass growing:

I also use a mixed seed that is designed to grow fast and put down a root bed. Something like this:
