can a 400 watt inverter run a new 32" tv and the wyngart dish satellite, on 3 12v 110amp batteries? how do i calculate needs?

Look at the specson TV etc. Look for watts. If no watts listed look for amps rating. Multiply amps x volts (probably 120) to get watts. Or buy a kill-a-watt and measure actual use is best.
3 x 110 amp-hour batteries, at 12 volts = 1320 watt-hours total in batteries but u can only use 50% of that w/o endangering battery life. So 660 usable DC watt-hours. But inverter may only be 80% efficient and there are also battery losses. So maybe by the time you inverter DC power to AC you might have 500 watt-hours of AC available. Maybe less.
Divide that 500 watt-hours by the total watts that the TV etc uses. That is the # of hours, more or less.
Can the sat box run on 12 VDC? The TV? Some do and that would save the inverter losses and $.
You going to have solar or what to recharge.
If you don't already own the batteries there are better choices.

I run a 20" flatscreen tv w/ built-in digital tuner with a 600W cheap inverter. I have no satellite controller. My 20" flatscreen is 30 watts. A 32" screen is probably 80 watts. I have one deep cycle battery and I can run my TV for about 8 hours which discharges batteries to 50% with solar recharging. Your 3 110 amp-hour batteries should be able to run the TV for 20 hours or so. If the satellite controller takes more than 10 watts, this number will be less. The 400 watt inverter is marginal but should work.

I have a 1 year old 32" LED TV it consumes 28 watts ( tested using a kill a watt meter). I can run it and all my lights for 6-7 hours off a single trolling motor type battery (about 125 AmpHrs) and I use a 175 watt inverter.
You my friend should have no problem.
