I have a barn on my place near the road with well and on grid power. My cabin is about 2000 feet away and slightly below elevation of barn. Would it be possible to run a water line and power line underground to the cabin over that distance? I don't want a separate power line running thru property to the cabin as one of my favorite features of the property is that there are no right of ways or easements thru it and the power company checks my barn meter wirelessly from the road. I have cabin set up off grid but I'm tired of running loud genny for a/c or being quiet and hot.

That is a long way and a whole lot of pipe and wire, electric you would need to remember to account for voltage drops over distance and the water needs a consistent grade, be protected from freezing which means trenching and then their is your soil....sand, clay rocks.
If it were me I'd first get water to the house, I'd put in a well since you already have water above at the barn (plan for a hand pump) then chances are very good it would need only a shallow well at the cabin.
Power all depends on how much you need, how much you can live with, that will dictate the size of the generator you would need (not all are noisy and the smaller the quieter) or even the battery bank which the generator could recharge between uses.
Or plan C: Get a nice ATV with trailer, haul the water and generator to the cabin as you need it.

You could definitely do it, but it may be expensive. A back-of-the-hand calculation shows me that for a 240V 40A circuit of 2000ft, you'll need to use 2/0 gauge wire (aluminum, 5% voltage loss). For 2/0 service-entrace grade wire, you'll be looking at ~$3/ft. Yikes.
