I found this quite by accident, it comes from Microsoft Research and is called the Joulemeter.
It runs on most any Win 7 and above computer and tells you how much energy it is using in all conditions and can be left on so you can make a spread sheet of your moment to moment power use over time.
A kick to play with but once you figure it out a very useful tool.
