Buying 16x40 cabin shell. What is approximate cost to finish out? Thanks!!!

Depends on what you consider "finished out".
No insulation, no wiring and chipboard walls is gonna be way cheaper than Drywall, wired, plumbed and hardwood floors.
Now if you want to get to sprayed in insulation, central heat, Jacuzzi tub and mahogany walls, it'll be even more.
With that said, I'd budget the same amount of what you spent on the shell for the finishing out, and see how far that gets you.

Lolol no not Pakistan. I live in Carmel by the sea California in a tiny studio. I have four acres on an Estuary Oregon coast. Can only build in a footprint of 20x40. I’m looking at these Cabin shells. I already have the post and pier Foundation. Have electricity and water to Property from old shack that was there.
I would like to know how much to finish out. Flooring walls. Kitchen. Bath. Painting.

There are still too many variables. Do you plan to do the work yourself? If so, select the products you want to use in the amounts you need and add up the price. If you plan to hire it out, select the products you want to use and then get a few bids. The price you pay will depend on what products you use and also the cost of labor in your area. It could be 50K, it could be 200K, there is no way to tell without knowing more.

Electric ,,,125 amp service,water heater ,10 box store fixtures, baseboard heat , labor, inspection, 6000$ .
Plumbing, 4 pice bath ,kitchen sink ,outside hose bib, box store fixtures,labor,inspection, assuming water and sewage at the door ,=5000$ Insulation, R 20 walls R40 ceilings,labour and inspection ,=3000$.
Drywall ,vapour barior and trim ,labor ,=6000$
Kitchen ,12ft.of box store kitchen cupboards with arbourite tops, 4ft.bathroom vanity ,labor,= 4000$ Just,,,,, my gess ,many will differ, I have built a few. 24000$

Less than $3200 painted, welded, wired, and insulated, IIRC, delivered.
