It looks like he is on 8 piers which allows for a smaller girder, the 4x4 may be fine between such short spans. The piers are about as weak as it gets. It looks like the building is a good bit taller than deep, maybe about 13' tall with a roof 12' wide up top. Underneath it looks like the unconnected block stacks are about 6' wide. Nothing is tying it down other than its' self weight. I'd be concerned with overturning in a high wind, some mobile home anchors or set it down on the skids on a level gravel pad. If the piers or skids just sit on the surface, frost is probably going to shift them around seasonally.
When a joist cantilevers over a girder the joists should be blocked over the girder and a rim joist should be on the ends, in this case under the supported wall which supports the roof. Keeping the joists plumb while the load transfers along that path and connecting floor to girder is what you are thinking about while doing that.
