Could this spread the load, add more bolts and reduce risk of shear: add more 2x12s on the insides of all the posts, then bolt through both so that all the posts are sandwiched between 2x12s. Then fill the remaining 1”-3” gap between the concrete and the bottom of the new 2x12s with mortar or cement held in place with a metal mesh or wrap.

Everywhere inside the rim joist there would be a gap between the top of the inner 2x12s and the 2x8s that could easily be filled.

I would guess that adding a lamination over the two stacked 2x12 perimeters boards would result in a beam strength somewhat closer but under that of a 2x22” or more beam.
