I have a 1 7/8" ball on my ATV and my yard cart has this on it:
I believe the part I need is called "ball receiver"... not sure. Any thoughts"?

I was wrong... I believe it is called a coupler.
This one seems decent: http://www.etrailer.com/Trailer-Coupler/Husky/HT87070.html
But I am not sure if that really connects to what I have.
BTW - the part in the photos connect to another bar but I don't have a photo and don't remember how it looks. I'll try to get a pictures.
Any advice so far? should I just order this part?

That coupler is designed to be attached to tube. Your picture is only of a drawbar.

A coupler for a 1 7/8 ball might be designed to fit onto a 2" rect tube.
If your drawbar is less than 2"wide, just put it inside the channel of the coupler, and drill holes thru the coupler and thru your drawbar. Bolt the drawbar up tight against the top of the coupler channel.
Smaller holes are easier to drill with battery-tools, so I'd recommend four holes, and four 1/4" bolts.

You could probably get by using just one bolt thru the existing hole in the top of that coupler. Get the biggest bolt you can, get it in "grade8" strength and fine thread, and use double or triple washers on the bottom so the nut bears out well over the big hole in your drawbar.
I predict you can use either"
1 1/2" long, 3/8NF Grade8 with extra washers and a locknut 1 1/2" long, 7/16NF Grade8 with extra washers and a locknut

I am at work and cant see the pictures. But usually the box tube part on the tow rig is called "receiver"

Receiver is not the part he's talking about, it's the coupler.
and just read my note again.
"Grade8" is not necessary, don't worry about 8! Any "Fine-thread" is good (NF); fine-thread have higher holding force than coarse thread and they stay tight. But, coarse thread will be fine for what you're doing with this little cart, actually ANY bolt will do.
I'd get the biggest bolt that fits thru the top hole in your coupler.
1 1/2" long, 3/8NF Grade5 (or grade8) with extra washers and a locknut 1 1/2" long, 7/16NF Grade5 (or grade8) with extra washers and a locknut
or
1 1/2" long, 3/8NC Grade5 (or grade8) with extra washers and a locknut 1 1/2" long, 7/16NC Grade5 (or grade8) with extra washers and a locknut
