Ok I tore off the old carpet and I know that is not the way to do it. What kind of material would you use to cover these steps. I was thinking if they made a rubber mat that I could cut to fit. I need something that won't let the water through!!!

I bet flexrock would look nice on this step. I see it at Home Hardware from time to time in the mistint section for a fraction of the cost. URL hope that link works if not just google flexrock It is a Beautitone product sold at Home hardware
