I was gone for 14 yrs and the family allowed the cabin to fall into disrepair. I am on a tight budget and am not expecting much buying of material help from the family. I need to clear out under the cabin, assess needed structural fixes and insulate/vapor lock/keep out the critters. I have no experience in doing this type of repair but am a quick learner and am not afraid of hard work. I need to know what materials to use to properly insulate, seal, and keep out the critters. I live in the Pacific Northwest in Washington state. Thank you for your help.

Can you post some dimensions of the framing lumber used in the floor system, the piers and include some photos?

Do you want to enclose the underside of the cabin (can be risky due to ground moisture). What's there now?

Best way to keep out critters is use hardware cloth (looks like window screen but with 1/4" or 1/2" squares and much more robust). I stapled this to the bottom of my (plywood) outhouse to keep porkies from chewing. Stapled some to the bottom of the cabin hanging down and buried the bottom part in the ground under some decent sized rocks (big enough to keep the squirrels and other small rodents from digging under the hardware cloth) and have seen no issues with critters. Key is to make sure that there is good overlap of the cloth and absolutely no small holes where a critter can get through.

The floor of my cabin has rock wool (fiberglass) insulation between joists and treated 3/8" plywood on the bottom. Vapor barrier is right under the floor, above the rock wool. Plywood keeps the insulation in place but will breathe. Hardware cloth keeps critters from chewing on the plywood (especially porkies like any plywood but squirrels and others will eat it as well, treated or not). there is plenty of air space under the cabin for air to circulate.

What I have under my cabin. Just some old fashioned wire mesh.

There's another thread here somewhere that a few folks have piped in on about this.
