There are exemptions from inspection??????
Scheduling all of the separate inspections before other things can proceed is going to be my biggest headache, especially since my building crew is coming from a couple of hours away in Eugene. Unless of course one inspector can come and hang around a bit/observe to bang out a few inspections at once.

In most jurisdictions yes, there is an exemption for small accessory buildings and for ag buildings, subject to the restrictions mentioned earlier. This is all chasing loopholes that really don't apply to a habitable structure. A contractor is used to scheduling and working around inspections, just a part of doing business. Do I personally care if you fall asleep in the barn? No

We had this same problem. We bought our property with a yurt on it hidden away, but the first winter we lost the yurt due to a heavy snow load and a raccoon that chewed a guide rope. We wanted to put a building up we could use for storage and at some point turn in to a cabin. When we tried to get a permit we were told there had to be a primary building before a shed/garage. But was told that our property was zoned agricultural and i could put a building up for ag purposes. So we told them what the wanted to hear got the permit and built a garage. They got their money, my tax's went up a bit and i got a nice building, everyone is happy so far.

I was quoted the same but if you read the bylaw in out county:
Accessory buildings, structures and uses shall only be permitted once the principal use has been established.
It doesn't say principal dwelling it says principal use. If you are principally camping on your site then thats the use.

I ran into similar issues when hunting for our land, then I discovered the "Magic Words" which are acceptable in my region... "Recreational / Hunt Camp" which opened a lot of options & possibilities. So I managed to get the permits issued under "Year round Recreational use & Hunt Camp".
Given that we are remote, the property was never used for anything more than grazing a few cattle and a bit of logging (which applies to most of the area around here) this worked out for us.
I found that it's best to talk to the local folks who have small places and that's how I found out about the whole "Hunt Camp" shtick BUT similar designations may apply to your area as well...
