NC Mts, I build in a rural mountain area and did the permit process. I can tell you those rural country folks are super to deal with. Nice, friendly and the process including planning dept and building dept stops I made to get the permit didn't take more than 20 minutes. They reviewed my plans and in a week, got the call to go ahead, permit is ready. And inspection was just as pleasant too. Nice folks. Smooth as silk. But if you can legally do it without permitting and some areas, you can, by all means. Do it. But if you ever plan to live there year round, it may require a permit. Consider that too. That way, if you decide to reside there, ie retirement etc, you aren't looking over your shoulders all the time wondering if you will get red tagged.
Look on craigslist and even ebay for land too in your area.
Welcome aboard too. Great website. I am done building mine, but always have some improvements I make to the cabin or land I share with my friends in here. Great bunch of guys. I consider all the members my friends.
