I need a non-flammable materal to underpen my camper, and is can NOT be attached to camper due to city fire regulations. What can I use and where do I obtain this materal.

You mean like a skirting? Can you use corrugated metal from a roof. I assume to keep flames from going under and catching it on fire.

Concrete blocks. Easy to stack up and since it cant be attached to the camper needs to be free standing.

Maybe a welding blanket / tarp? Cut it into strips and make a lightweight frame to hold it. Or maybe you could just pin it to the ground to stop a grass fire.

Durock concrete board!
Hardiboard may also work.
