Just curious. For example, if you laid down plywood for a 12x24 sub floor, so no cutting, that's 288 sf.. But with 2x6 framing and sheet rock, the interior is really about 250. And depending on siding, the outside could be 300.
So is it still figuratively, or perhaps legally, a 12x24, 288?

It depends....
My local jurisdiction for my main home measures the outside of the building. Guessing it's often done that way for ease.....

Yep, same here, we are taxed on the outside dimensions even though the only thing that lives in the walls is insects and rodents.
I want to believe my cabin is bigger than it is too so I just describe it by the outside 'square footage'.
I think of it as 'the space it occupies' not the 'occupied space'.

The only way to be fair is to use the outside dimensions. The hassle and errors that would occur if assessors had to measure individual rooms and closets would be endless.
If your cabin is 20' x 30' it's 600 sq. ft. The size can be determined with 2 simple measurements. It doesn't get any easier.

Outside dimensions for tax and most other purposes. If you look at homes for sale they normally advertise using that ext. sq. footage with a notation in the contract that the actual sq. footage total of the interior may not be equal....or some such wording....

Also depending on Jurisdiction how a 2nd floor is calculated into the square footage as well varies. A Finished Basement can be calculated as Living Space too.
In some regions, a 2nd floor with 1/2 walls (<4') on the exterior is considered a 1/2 Story and not calculated where others do calculate it in.

Think of it this way too, if you omitted the area taken up by the exterior walls, you would likely need to omit the area taken up by the interior walls to retain any semblance of accuracy. This would be a real headache to figure out.
The accepted method is just to use exterior dimensions.
